Synopsis
When insurgency tears through six American cities in the first year of his presidency, Marcus Halloway faces a choice no briefing prepared him for: name the enemy, and risk being wrong in front of a nation already primed to believe the worst, or stay silent, and let the silence get filled by people far less careful with the truth than he is.
