In near-future Portland, Walter — an orange tabby cat with an SL-2 neural interface implant — has spent months with human-level reading and speech. He lives with Marcus, a single father, and Daisy, Marcus's eleven-year-old daughter, above a quiet street in Sellwood. The implant was meant to help Walter "communicate," but what it actually gave him was literacy: he can read the newspaper.
Walter's first public reading is *The Sellwood Bee*, the neighborhood weekly. He reads it aloud at the kitchen table — classifieds, weather, the police blotter, the birth announcements — and something unexpected happens. The family starts paying attention. Then the neighbors do. Walter becomes the block's interpreter of its own small news: the missing cat poster, the bake sale for a sick child, the developer's notice nobody else finished reading. A cat who reads the paper turns out to be the most honest local journalist SE 13th Avenue has ever had.
But the larger world is moving. In the Underground — the hidden network of chipped animals that Nexum Corp cannot surveil — Chester, an orange cat with an SL-3 implant, is quietly networking nodes: Sable, a Russian Blue who shelters the network at the public library; the legacy of Iris, a Siamese cat whose backdoor still lives in Nexum's firmware. And then, listening in from the signal net, Chester witnesses a light go out: Mabel, a grey parrot on the far side of the country, dies mid-transmission. Not naturally. *Switched off* — a field test of RQ-7, Nexum's remote termination switch, proven real for the first time in the series.
Walter keeps reading the news. He just doesn't yet know that one day the news might be about him.
