Accessibility compliance in New York is not controlled by a single statute, standard, or inspection. A facility may be governed at the same time by a construction code, federal civil-rights law, housing law, funding condition, lease, and agency program rule. These authorities address different questions and must be applied through separate construction-code and civil-rights analyses.

This manual provides an educational reference for identifying the governing jurisdiction, classifying facilities and responsible parties, evaluating accessible routes and building elements, addressing housing and special occupancies, managing accommodation and communication obligations, and documenting compliance and corrective work.

The analysis begins by determining whether the facility is inside or outside New York City. Projects outside New York City generally begin with the New York State Uniform Code and the applicable local enforcement program. Projects inside New York City begin with the New York City Construction Codes, later amendments, and current Department of Buildings materials. Separate obligations may also arise under the Americans with Disabilities Act, Fair Housing Act, Section 504, New York State Human Rights Law, and New York City Human Rights Law.
