For forty-eight hours, Ceuta's border appeared to stop working. Tens of thousands crossed into the Spanish city after a court ruling became an online claim that the route was open. Governments blamed smugglers. Political opponents blamed one another. Social media turned uncertain footage into a story of invasion.
