Noise is not always visible; it often becomes normalized and gets mistaken for activity, analysis, or sophistication.
When defining strategy, noise disguised as inconsistent information, ambiguous structures, dictatorial or paternalistic leadership, volatile decisions, or simply a lack of vision and intent prevents clear choices from being made. The organization tries to take on too much, respond to multiple expectations, and justify every opportunity, which results in strategies that are broad, ambiguous, and difficult to translate into action. Instead of a sharp direction, what emerges is a comfortable, but hardly transformative, consensus.
During execution, noise manifests itself as dispersion. Parallel initiatives, frequent shifts in focus, and inconsistent narratives cause people to work intensely without a clear connection to the strategy. Execution becomes reactive and fragmented, and the strategy loses traction in the day-to-day.
In decision-making, noise translates into over-analysis, metrics that fail to explain what matters, and decisions that are postponed or defensive. When everything seems important, deciding becomes harder and strategic judgment weakens.
