Young journalist Sam Shaw is driven by a chance to put right the injustice she sees all around her in one of the wealthiest cities in the world. When she hears that young homeless people are being targeted by thieves, she persuades her editor to let her investigate.

Pretending to be homeless, Sam soon realises that reality is not for the fainthearted and is both grateful and curious when a teenager helps her out. Her snooping sets off warning bells for the young girl, and Sam finds out how easy it would be to fail her first test.
