Biographical sketches

In 1992, he obtained the President of the Republic Scholarship to pursue postgraduate studies in Spain, where he specialized in Business Administration at the Institute for Executive Development in Madrid. Later, he pursued a Ph.D. in Leadership in Higher Education at Capella University, United States[1]Between 2002 and 2010, he was vice president and prorector of the University of Arts, Sciences and Communication (Uniacc) and rector of the IACC Professional Institute. Since his arrival in Israel in the year 2021 he has been an associate professor at Bar Ilan University During the government of President Eduardo Frei Ruiz-Tagle, he was appointed director of the Division of Social Organizations (DOS) and held the position of national director of the National Training and Employment Service (SENCE), during the government of President Ricardo Lagos Escobar.
