Synopsis

In schools, behavior is frequently treated as the problem to be solved. When students struggle—when they disengage, act out, shut down, or resist—our systems are built to respond quickly. Referrals are written. Interventions are assigned. Consequences are escalated. All of it is well-intentioned, and much of it is rooted in a genuine desire to help students succeed. And yet, many of the same students return to us again and again, unchanged by the supports meant to correct their behavior.

After years working in middle schools—as a teacher, assistant principal, and instructional leader—Tim Montalvo began to notice a pattern that data alone did not fully capture. The students most frequently identified for “behavior” concerns were often the same students who felt least connected to school: students navigating identity development, language barriers, academic frustration, social pressure, or a lack of clarity about what was expected of them. Their behavior was not random. It was communication.

Research has long suggested that students’ sense of belonging shapes how they engage with school. Goodenow’s work on classroom belonging among early adolescents found that students’ perceptions of being liked, respected, and valued by teachers and peers were meaningfully related to motivation, effort, and academic performance. In a related study, Goodenow described school membership as students’ sense that they are accepted, included, and supported within the school environment. Later belonging research showed that when students experience uncertainty about whether they fit or matter in an educational setting, ordinary setbacks can be interpreted as evidence that they do not belong. Belonging, then, is not a soft extra that sits beside learning and behavior. It shapes how students experience both.

That insight has changed how we understand Tier 1 systems. What made a difference was not a stronger consequence or a new program. It was something quieter and more foundational: When students feel known by an adult. When expectations were clear and consistent across classrooms. When instruction made learning feel possible instead of overwhelming. When systems worked together instead of in isolation. In those environments, behavior changed—not because students were controlled, but because they were more able to participate.
