The idea for this book emerged from a simple but urgent observation: while Artificial Intelligence is reshaping every dimension of global affairs, the majority of existing research examines the phenomenon through the lens of technologically advanced states. This imbalance is particularly consequential for developing countries, where the stakes of AI adoption are not limited to economic modernization but extend to national security, socio-political stability, and global strategic positioning.
The purpose of this book is therefore twofold. First, it seeks to offer a comprehensive scholarly examination of AI’s implications for international security, drawing from contemporary research, theoretical debates, and emerging global trends. Second, it aims to contextualize these developments within the specific geopolitical, economic, and security setting of Pakistan and the wider Global South.
The work is structured to serve both academic and policy communities. Each chapter integrates conceptual rigor with empirical relevance, ensuring accessibility for students of international relations, strategic studies, public policy, and technology governance. At the same time, the recommendations and frameworks provided throughout the book are crafted to support governments, institutions, and practitioners who grapple with the practical challenges of managing AI responsibly and strategically.
I am deeply grateful to the scholars, policy analysts, and practitioners whose contributions to the global field of AI governance inspired the direction of this research. Likewise, I acknowledge the ongoing efforts of countries in the Global South that continue to innovate and adapt despite resource limitations and structural constraints. Their experiences form the foundation upon which this book stands.
Ultimately, the ambition of this work is not merely to analyze AI’s impact, but to stimulate informed debate and constructive policymaking. I hope it encourages readers to reflect on how emerging technologies can be shaped to support security, prosperity, and cooperation in an increasingly uncertain world.
