Synopsis

Between September and December 1979, a constitutional conference was held in the ornate surroundings of Lancaster House in London. The British government had taken decisive action to bring an end to the illegal white-dominated regime, led by Ian Smith, that had ruled the British colony of Southern Rhodesia since the Unilateral Declaration of Independence (UDI) in 1965. By bringing the Patriotic Front, headed by rival leaders Joshua Nkomo and Robert Mugabe, into direct negotiations with Smith and his partner in government Bishop Abel Muzorewa, the Lancaster House Conference led to the establishment of the independent state of Zimbabwe. It also brought an end to a bitter civil war, paving the way for the disarmament of the rival factions and the first free elections in February 1980 (in which Robert Mugabe won a sweeping victory), under the direct supervision of a British governor-general, Christopher Soames.

This confidential in-house report on the Lancaster House conference and the transfer of power was prepared for the Foreign and Commonwealth Office in July 1980. Now published for the first time, it includes a preface by the report’s author, Lord Renwick of Clifton.
