A propos de cet article

Three pamphlets related to Reconstruction in South Carolina, civil rights, and Ku Klux Klan violence. 1872-1883. "a carnival of crime, not paralleled in the history of any civilized community." Contents and Excerpts1. Lewis Merrill, Report of Major Merrill and Indictments by the Grand Jury. N.p.: n.p., 1872. 6 x 9 in. Original wrappers; minor toning; light crease. Rare: no other copies known. This pamphlet reprints the reports of Major Lewis Merrill of his experiences in York County, South Carolina, from September 1871 to early January 1782. Merrill wrote the report from headquarters in Yorkville, South Carolina, on January 8, 1872, to the Adjutant General, Department of the South, and Adjutant General E. D. Townsend forwarded it to Secretary of War William W. Belknap. In response to a request, Belknap transmitted Merrill's report to Republican Senator John Scott of Pennsylvania, who chaired a committee on outrages in the South. Merrill's report was published as part of The Reports of the Committees of the Senate of the United States for the Second Session Forty-Second Congress, 1871-1872, which is part of the thirteen-volume Testimony Taken by the Joint Select Committee to Inquire in the Condition of Affairs in the Late Insurrectionary States, published in 1872, specifically in the three volumes devoted to South Carolina."In my previous reports I have repeatedly expressed the opinion that the local civil authorities were powerless to cope with the strength of the Ku-Klux conspiracy, even if willing to make the attempt, and I have been compelled to believe that the desire to make the attempt was entirely wanting. It was impossible to believe that such numerous crimes should be repeated almost daily for month after month, with no instance of punishment and hardly the commonest formality of investigation, and at the same time to credit the assertions of the civil functionaries that they were sincerely zealous in their duties, and desirous to bring the offenders to justice.""After spending six days in the effort to discredit my reports, [the grand jury] spent four days in a pretended examination of what now proves to have been a carnival of crime, not paralleled in the history of any civilized community. I offered them a mass of information in regard to hundreds of crimes, none of which they examined with more than the most transparent pretense of getting at the facts. In doing this, the few members of the grand jury who were really solicitous to discharge their duty were browbeaten and overruled by the rest, especially by two or three who were members of the Ku-Klux. The whole conduct of their duty was so broad a farce, that it was very distasteful to be forced in contact with it, and present developments show it to have been the most ghastly mockery of justice that it is possible to conceive.""In view of this, it is small wonder that eleven murders, and more than six hundred cases of whipping, and other brutal outrages by the Ku-Klux, have to this day gone unnoticed, and their authors unwhipped of justice, so far as any serious effort of the local authorities has been concerned."Lewis Merrill (1834-1896) was born in Pennsylvania and graduated from the U.S. Military Academy at West Point in 1855. He began his military career as a second lieutenant with the 1st Dragoons in Missouri, Kansas, and Utah. In 1861, he was promoted to first lieutenant with the 2nd Dragoons. Later that year, he served as a colonel and cavalry officer on the staff of John C. Fremont and organized the Second Missouri Volunteer Cavalry. He served for most of the war in Missouri but later led cavalry raids against guerrillas in Georgia and Alabama. He ended the war with the rank of brevet brigadier general. After additional western assignments, he was placed in command of a military district in York County, South Carolina, in 1871. He had orders to break up the Ku Klux Klan and suppress anti-black violence in the ar. (See website for full description).…
