The first woman is found on a rain-soaked beach in Norfolk.

She has no identification. Her head is missing. And someone has dressed her in a decades-old floral dress and a pair of pink platform shoes that don't fit.

A month later, another decapitated woman appears in Washington Park, hundreds of miles away. Different victim. Different clothes. Another pair of vintage shoes chosen for someone else's feet.

FBI Supervisory Special Agent Bob Morris knows two murders can be a coincidence.

This isn't.

As Bob and agents Lara Miller and Leon Harper search for a connection between the victims, more disturbing details emerge. The killer plans around the rain, dresses the dead with meticulous care, and takes something from every crime scene that can never be replaced.

Then another woman disappears.

Now Bob isn't hunting a murderer who has already finished his work. Somewhere, a woman may still be alive-and the rain is coming.

Because the bodies are being left behind for a reason.

It's what the killer keeps that matters.

The bodies are left behind. The heads are never found.
