First Edition. Octavo. Sewn self wrappers; 21pp. Removed, with trace of adhesive residue at bound edge, else fresh and Near Fine. The doomed Constitution of 1844. After a half-decade of legal and political wrangling, the citizens of Iowa Territory finally submitted this draft for a State Constitution to Congress in November of 1844. Controversy over the state's proposed boundaries with Missouri to the south and Minnesota to the north, inflamed by Whig-Democrat partisan battles, kept the Constitution from being ratified despite two separate efforts in spring and summer of 1845. Iowa would finally be admitted, with re-drawn borders, in 1846, though its current Constitution was not ratified until 1857 (for a fascinating discussion of Iowa's constitutional controversies, see Shambaugh, History of the Constitutions of Iowa, Des Moines, 1902).
