A propos de cet article

Original publisher's beige paper wrappers with staple binding. 6" x 9." Sixteen pages, complete. Pages are virtually pristine and intact. Covers are very clean and intact except for slight offsetting and a few wrinkles and creases. A Near Fine copy. The April 1917 (Vol. I, No. 2) issue of the Charities Bulletin. This issue promotes the Mills Bill and contains two main parts, a "Digest of the Mills Bill and Extract from the Governor's Message Concerning the Recommendations in Commissioner Strong's Report" and "A Letter to the Governor from the Citizens' Committee on Dependent Children Urging Action on Commissioner Strong's Report." The first part focuses on the Mills Bill, which was proposed legislation for the reorganization of the State Board of Charities in New York, and provides a summary of the bill. The Mills Bill named so after New York Senator Ogden L. Mills who introduced the bill (Senate Introductory No. 1482) on April 19, 1917. The Mills Bill was based on the recommendations of Charles H. Strong, the New York Commissioner appointed by the New York Governor Charles S. Whitman. The key parts of the Mills Bill abolish the "office of Fiscal Supervisor and other overlapping offices and boards and transfers their duties to the State Board of Charities," reorganize the State Board of Charities so that its current twelve members are reduced to nine and that the members are appointed by the governor based on special qualifications instead of mere residence in specific judicial districts, establish a Board president who will receive a salary of $7,500 per year and be the Board's executive officer, establish two additional salaried Board members who will be respectively in charge of a "bureau of mental deficiency" and a "bureau of dependent children," and require that at least one Board member is a woman. Some of Whitman's past commentary on the subject is included. Whitman did not mince words when he expressed his dissatisfaction with the mismanagement of New York's state charitable institutions. This resulted in him appointing Strong to investigate New York's charities and provide a report on his findings. Strong found that New York's state-run charities were mismanaged by a State Board characterized by an overabundance of administrative roles, stagnation of required action, wasted funds, and unnecessary complications. Strong's remedy was to streamline the State Board of Charities and make it more efficient, to establish balances of administrative power, and to make administrative responsibilities more clear. At the time of this Bulletin, the Mills Bill was pending before the Finance Committee of the New York Senate. The latter part of the Bulletin reprints a letter that was originally written on April 7, 1917 by the Citizens' Committee on Dependent Children and addressed to Whitman. The Committee acknowledges that progress has been made such as bettering the living situation and environment of state-run orphanages but says the State Board is still mismanaged. The Committee implores Whitman to pass legislation embodying Strong's recommendations (which would later become the Mills Bill). A few other sections of printed text include newspaper editorials backing the Mills Bill, comments praising Strong's investigation and recommendations, and a list of New York politicians one can contact to help pass the Mills Bill.…
