Item description from seller

Rescued from a high school library cull, the book presents some edgewear and stamps/stickers. Some age toning of pages, otherwise a good reading copy. In Defence of Federalism: A View from Quebec was published by McClelland and Stewart of Toronto in 1978, translated from the French by Jo LaPierre. It runs to 128 pages and is part of the substantial Canadian literature on federalism produced in the decade between the October Crisis and the 1980 Quebec referendum — a period in which the theoretical and practical case for Canadian federalism required articulation and defence with unusual urgency. Gilles Lalande was a Quebec political scientist and academic whose work on federalism represented the francophone federalist position at a moment when that position was under sustained pressure from sovereigntist intellectuals and the rising Parti Québécois. His book was published the year after René Lévesque's election as Premier of Quebec, and its argumentative context is inseparable from that political moment. The book's stated purpose is to make the case for federalism from within Quebec rather than from the perspective of the federal government or English Canada — a distinction that matters considerably in the book's reception and framing. Lalande draws on the comparative literature of federalism, citing theorists including K.C. Wheare, Daniel Elazar, and Georges Vedel, to situate Canada within a broader international framework of federal systems before returning to the specific conditions of Quebec's relationship to Confederation. The index terms preserved in the Google Books record give a clear sense of the argumentative terrain: the BNA Act, the division of powers, biculturalism, bilingualism, non-centralization, the French-Canadian nation, the Parti Québécois, and the writings of Quebec public intellectuals including Claude Ryan, Léon Dion, Marcel Chaput, Marcel Faribault, and Marcel Rioux all feature centrally. The book's core argument is that federalism, properly understood and properly practised, is not a structure imposed on Quebec from outside but the political arrangement best suited to protecting French-Canadian identity and culture within a pluralist state — an argument structurally parallel to the one Trudeau had made in Federalism and the French Canadians a decade earlier, though developed from a specifically Quebec academic and intellectual tradition. It represents a strand of Quebec federalist thought that has been considerably less visible in the English-Canadian historiography than the sovereigntist position it opposed, and is accordingly a useful primary source for researchers in Canadian constitutional history and the intellectual history of the Quebec question.
