Memorials of the Method and Manner of Proceedings in Parliament in Passing Bills. Together with Several Rules and Customs, Which by Long and Constant Practice Have Abtained the Name of Orders of the House Gathered by Observation, And Out of the Journal Books, From the Time of Edward VI. London: Printed for R. Baldwin, 1689. 116, [4] pp. Octavo (5-3/4" x 3-1/2"). Contemporary sheep. Blind rules to boards and spine, front joint mended, pastedowns renewed. Light rubbing to boards, moderate rubbing to extremities, corners bumped and somewhat worn, chip to head of spine, hinges cracked. Moderate toning to text, small owner signature, "E. Waller," to head of title page. Ex-library. Embossed stamps to front free endpaper and foot of title page. A nice copy. $350. * A trusted guide, it was first published in 1656 and went through six more editions by 1689. (There is also a 1900 edition.) All are simply reissues except the 1671 edition, which pairs Scobell's work with William Hakewill's "The Manner how Statutes are Enacted in Parliament by Passing of Bills." The signature at the top of the title-page seems to be "E Waller", and is plausibly contemporary. Considering the specific nature of the content of the book, being all about parliamentary procedure, the signature may well be that of Edmund Waller (1652-1700), Member of Parliament under Charles II and William III. His father was the great English poet Edmund Waller (1606-1687). All editions are scarce. OCLC locates 2 copies of the 1689 edition in law libraries (Harvard, Library of Congress).
