Haines was a farmer and pamphleteer with a keen interest in industrial and economic reform. His proposal here to build workhouses to facilitate manufacturing of goods by the poor, providing relief through employment and strengthening England's economy, was followed by several others on the same theme. Though his ideas were not seriously considered by Parliament at the time, they in many ways anticipated the workhouse movement which would dominate poor law reforms of the eighteenth and nineteenth centuries.
