Those who were martyred and those injured and handicapped are first in line of those considered in these various segments. Therefore, the families of those who were martyred, injured or handicapped during the revolution or during the periods before or after the revolution must be treated with complete and efficient care and respect. Therefore it is needed that a foundation for the caretaking of these individuals with a board of trustees knowledgeable in these matters be set up for this important goal, so that through the implementation of various beneficial programs, this nation and its revolutionary government can fulfill their religious duties to this group of self-giving people. The revolutionary council is required to ensure that a sufficient budget is set aside for the fulfillment of this important task and that they take action in a swift and timely manner.
