"Some legislators have permitted their governments to be under monarchies, others put them under oligarchies, and others under a republican form; but our legislator [Moses] had no regard to any of these forms, but he ordained our government to be what,by a strained expression, may be termed a Theocracy, by ascribing the authority and the power to God." [Contra Apionem, II. 17] "The reason why the constitution of this legislation was ever better directed to the utility of all than other legislations were is this,that Moses didnot make religion a part of virtue, but he saw and he ordained other virtues to be a part of religion--I mean justice, and fortitude, and temperance, and a universal agreement of the members of the community with one another; for all our actions and studies, and all our words (in Moses' settlement) have a reference to piety towards God." If it be objected that this has proved a failure, it may be urged that hitherto the medium of divine control has been a priesthood, and that what is required is a prophetic leadership supported by an increasing prophetic element in the general population. This means that States must become Churches in the New Testament sense,--to which indeed the Old Testament looks forward. (Num. xi. 29; Joel ii. 28f.)' (p. 60 f.)
