He was born in the rural community of San José de Illauro, in the district of Mirgas, Áncash region (Peru). He pursued his higher studies at the Pontifical and Civil Faculty of Theology of Lima, where he received formation in Humanities, Philosophy, and Theology. He later completed his specialization in Canon Law at the Pontifical University of Salamanca (Spain).
He is a member of the Congregation of the Oblates of Saint Joseph and has carried out extensive pastoral and educational work, serving as parochial vicar and parish administrator in various communities both in Peru and in Spain, accompanying formative, pastoral, and ecclesial management processes.
