An adequate reading copy of a remarkable snapshot in time on key aspects of comparative defense policy during the Cold War and a period of Middle East crises. Professor Horton achieved the rank of Major General. Frank B. Horton III became director for intelligence, J-2, U.S. Strategic Command, Offutt Air Force Base, Neb. He received his commission and bachelor of science degree from the U.S. Military Academy in 1962 as a distinguished graduate. He earned a doctorate in political science in 1969, from Harvard University. He was named Harvard's outstanding political science graduate student in 1967. He completed Air Command and Staff College in 1974, Air War College in 1976, the National War College in 1978 and the Joint Flag Officer Warfighting Course in 1989. General Horton has written professionally, including "Comparative Defense Policy," edited with Edward L Warner III and Anthony C. Rogerson, published by the Johns Hopkins University Press in 1974; "Military Perspectives on Nuclear Arms: Myths and Realities," presented to the John J. McCloy Study Group on Nuclear Diplomacy, Council on Foreign Relations, in April 1986; and "Analytical Requirements in a Post Cold War World," presented to the International Studies Association in March 1991. Foreword by Richard F. Rosser, Professor and Head of the Department of Political Science, United States Air Force Academy. The views expressed herein are those of the authors and do not necessarily reflect the vies of the United State Air Force or the Department of Defense, or the United Kingdom. This work is a companion to the Air Force Academy's work on American Defense Policy as it became apparent that the defense policy field would benefit from a comparative approach. Among the author's whose work is included are: Morris Janowitz, John Erickson, Amos Perlmutter, Samuel Huntington, Richard Neustadt, Arnold Horelich, Neville Brown, Geoffrey Kemp, Kennety Waltz, and Michael Howard.
