First and only edition of this criticism of Malthusian theory, in which the author considers various ways for the immediate amelioration of poverty - "the nutriment on which sedition feeds" (p. ix). "Thomas Rowe Edmonds (1803-1896) was probably one of the most competent statisticians of the middle of the nineteenth century, with an extensive practical knowledge of conditions in London, where he worked for many years as an actuary. His Enquiry into the principles of Population. has perhaps the best description of the urban situation at the time. Population was increasing there at a slower rate than in the country. He ascribed this not only to the sickliness of town life, because in fact there was better medical attendance to be had there, '. and there are more comforts and foreign commodities, considered now as necessaries rather than as luxuries, procured with facility'. It is rather the 'greater efficacy of the preventive check' which distinguishes town life, at least where it has a chance to operate. Not in the very poor and crowded quarters, where privations are as great as ever, but in the new salubrious outer districts where wealth and respectability grow, there will prudence lead to a slower rate of increase" (Eversley). Among his suggestions were the national reorganization of poor relief, national insurance for workers, construction by the state of public utilities, town planning, and the encouragement of education and of a free press.
