Eberstadt 134: 131 says "Detailing events of the Conquest; the vast mineral resources; the anticipated emigration; and the future of the region." Kurutz 314 says "Harris, in this long-winded paper, concentrates his words on California's geography, history, and potential. He downplays the effect of the gold discovery and emphasizes agriculture and commercial possibilities. He speaks of California's geographic position, the building of the transcontinental railroad, and its future as the gateway to the Orient. It would become, he predicted, the new Constantinople, or Lisbon.".
