This copy have extensive underlining and ink notes. The note taking appears to be somewhat contemporary and so rather than defacing the book adds an element of liveliness to it! It contains a very controversial essay critiquing democracy where in the English historian and jurist, Sir Henry Sumner Maine (1822 1888) argues that democracy is not in itself more stable than any other form of government and there is no necessary connection between democracy and progress.
