Institutions improve access to qualitative services and are therefore considered to be important for rural development. In post-independence India, panchayats and cooperatives were entrusted with the responsibility of social and economic development at the village level. The vision was that these two institutions must function harmoniously and in a complementary manner for the speedy rural development. Subsequently, these two rural institutions have gone in different ways. In view of the worldwide recognition for decentralization and the role that decentralized institutions can play in rural development, several countries have embarked the path of decentralization and development approach to rural development. The strengthening of cooperatives for providing economic services has also been emphasised. It is in this context that this volume addresses the following questions: Are these two institutions collaborating with each other at the ground level? If yes, in what areas? If not, what are the potential areas of collaboration? What constraints exist in this collaboration? The papers in this volume explore the links between panchayats and cooperatives for rural development. While doing so, the papers discuss the promise of decentralization by taking Panchayat Raj Institutions in India as an example, and identify best practices that could be adopted in the South Asian countries for cooperative and rural development. Specifically, the papers discuss the evolution of panchayats and cooperatives in India, their role in rural development, and their problems and prospects. Failure of the centralized system of governance and planning to resolve local problems and to promote local level development has led to an upsurge of interest in local governance in recent decades. The major justification for decentralization is derived from the fact that it is said to take Government and administration closer to people, involve people in decision-making process and ensure administrative transparency and accountability of the functionaries to people; effectively mobilize local resources for development; ensure fulfillment of the felt needs and aspirations of the people; and facilitate cost effective planning and implementation of local development projects using local resources and local wisdom. The rationale of decentralization is derived from the failure of national and State level governance in some areas and the ability of decentralized governments to start from where the former has left. However, it must be recognized that the local governance system will not provide answers to local problems and development imperatives unless such a system is responsive to these problems, effective and efficient in its reach. India's development experience with decentralization is the central focus of the book drawing rich insights from empirical verification of the extent to which the decentralization initiatives have succeeded in toning up local governance and development. The book is a tribute to Prof. Abdul Aziz who has contributed extensively to research on decentralization and local government institutions and to training programmes for elected members of Panchayati Raj Institutions. He also had the distinction of serving the first State Finance Commission in Karnataka.

Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.
