The additional inscription "Have a good 77!" probably indicates a signing at or near New Year's, 1977. Opened in 1970 as the "Royal Inn," the ill-fated Vegas hotel-casino property on Convention Center Drive went through numerous owners and name changes including the Royal Americana (1980-1982), the Paddlewheel (1983-1993), the Debbie Reynolds (1993-1999), and the Greek Isles (2001-2009), finally being imploded as "The Clarion" on Feb. 10, 2015.
