Dummer was for some years colonial agent for Massachusetts and Connecticut in England. "[A] notable contribut…ion to colonial political thought, voicing the theory that, by reason of their contractual nature, these charters could not now, after the colonists had fulfilled their obligation by redeeming the wilderness, be abrogated and goverment restored to the Crown."
