Congo was a key Cold War battlefield in a war that for CIA officers of Devlin's generation had to be fought, vigorously, by all means necessary. When Devlin arrived, Prime Minister Patrice Lumumba, who seemed to be falling under the influence of the communists, threatened to invite the Soviet Union into Central Africa's largest country~a vital strategic location at the heart of the continent, bordering nine other countries. The diamond~rich province of Katanga was on the verge of secession. The garrison in Stanleyville was in full mutiny. When Devlin left, Lumumba had been mysteriously killed, the Katangan rebellion ended, and power in the Congo handed unmistakably to Joseph Desire Mobutu, a colonel in the army who would remain president for more than thirty years~the duration of the Cold War. Once Mobutu was in power, the Soviets would never again find a toehold of influence in Congo. Larry Devlin was raised in California, enlisted in the army reaching the rank of captain in World War II, joined the CIA in 1949, and was appointed Chief of Station, Congo, in 1959.
