This is Ace Book 71501-X. The dramatic cover art was done by Bob Adragna. Laumer wrote quite a few stories featuring the interstellar diplomat and agent provocateur, James Retief. He is also hampered by divisive politics - the cover blurb indicates a similarity to the Gulf of Tonkin Incident from the Viet Nam War era - which was fairly contemporary with the time that this fast-paced sci -fi novel. Laumer was, prior to his writing career, an officer in the United States Air Force, and a diplomat in the United States Foreign Service. He was trained for war, and he experienced international politics first-hand -- experiences which he put to good use in his many stories.
