To instill and awareness of the services essential to adequate habilitation of the cerebral palsied, the authors include a thirteen-point program for planning and action: Prevention - utilization of known procedures for preventing accidents and diseases which cause handicapping conditions; Case Findings - early identification of persons needing special attention because of a handicapping condition; Diagnosis and Evaluation - provision for all diagnostic and evaluative studies necessary; Treatment - all therapeutic procedures indicated by the diagnostic and evaluative studies; Education - programs appropriate to the needs and abilities of the handicapped person and (b) education of the public concerning problems, needs, and potentials of the handicapped; Employment - vocational guidance, training, and job-placement including sheltered workshop programs; Recreation - year round recreational programs for the handicapped of all ages, and recreational facilities for their families to provide occasional release from day-to-day responsibilities; Research; Residential Care; Financial Aid - based upon family needs; Personnel Training - provision of funds through taxes or voluntary contribution; Funding - provision of funds through taxes or voluntary contribution.
