Periodically, the political machine falls into disfavor and it is then the fashion for reform leaders to denounce all of the "organization" clubs as parasitic institutions; but the "bosses" build them up again, recapture control of the municipal administration, and resume their plundering. When I first turned my attention to the subject of local politics in New York City and its environs, the machine was everywhere in power. Civic corruption went unchecked, laws were violated with the apparent approval of the majority of the electors, and the few civic-minded agencies which still functioned were laughed to scorn. In the meanwhile, the depression has come upon us, the farce of prohibition has ended, a "reform" administration has assumed the responsibilities of government and political clubs have gone into decline. My original intention was merely to analyze the structure and functions of local politics. It seemed that local political organization consisted of various closely related and complex institutions of which the institutions of political leadership, political clubs, quasi-political organizations and the patronage were the most vital. The study of political leadership, which I carried on concurrently with the present work, will appear shortly. This book concerns itself chiefly with the analysis of political clubs. The facts herein were gathered during the years 1927-1932. XX Roy Victor Peel (1950-1953): Roy Peel was born in 1896 in Des Moines, Iowa. Service in World War I interrupted his college education; he was a second lieutenant in the Army Air Service. After the war, he completed his B.A., graduating from Augustana College in 1920. From there, Peel moved between teaching and post-graduate education, eventually earning a Ph.D. from the University of Chicago in 1927. While an assistant professor of government at New York University, Peel researched and wrote extensively, publishing several articles and books. By 1934, he was the director of research in public administration at NYU and had achieved the rank of full professor. In 1935, Peel began a nearly two-year research expedition to Scandinavia, planning to survey public administration in those countries. Returning to the United States in late 1936, he took a position at Indiana University. During World War II, Peel worked for the government in a confidential civilian capacity. This tour of service included a stint as chief of the United States Information Service in Copenhagen in 1945. President Truman appointed him director of the Census Bureau in February 1950, only months before the decennial census.

There is no bookplate, but the signature of a previous owner is written inside the front cover. Not a remainder or library book. The blue boards are in fairly good condition (intact, bumped and faded spine, bumped corners, shelf rubbing, cover rubbing and several indentations). Binding is slightly sprung. 7 ½ x 5, 242 pages, 14 ounces XX [From the preface] This book represents an attempt to describe and analyze in a brief and yet comprehensive manner the 1932 presidential campaign and election. More specifically, the study endeavors to illustrate the kind of methods, the forms of mentality, and the type of public performance that characterize American political life. In another sense, the work is an examination of American political behavior in a great and important presidential campaign conducted in a time of economic uncertainty. The authors have not been primarily concerned with the historical significance of the election. In so far as they have, however, their thesis has been that the election signified the passing of laissez faire and the beginning of a new era, wherein the American people make one last heroic effort to run the social order according to the old formulas of democracy while they adjust themselves to the fact that they have entered that phase of historical progress aptly denominated the economy of abundance, and that they govern themselves accordingly. The sources of the book have been newspapers, magazines, Congressional committee reports, conversations with party leaders, and personal observations. During 1931-32 Dr. Donnelly lived in the Southwest and viewed the progress of the campaign from that region. Dr. Peel resided in the East but traveled considerably throughout the summer months of 1932 in the Middle West. The authors attended both national conventions and several county and state conventions. One source of information, reports of political scientists from all parts of the country, proved especially valuable in gauging sectional developments. Again, as in their previous study, the authors have tried to be as objective as possible. However, they have not allowed their desire to be fair to restrain them from stating pointedly their evaluations of the men and methods of the campaign. Honest scholarship demands frank statements of conclusions as well as open-minded research. XX Besides the analysis of the election, of special interest is the detailed section on the comparative wealth of each candidate, Hoover, Roosevelt, et al.
