Zunehrnend setzt sich die Erkenntnis durch, daB nur durch die umfassende gemeinsame Betrachtung aller Komponenten eines was serwirtschaftlichen Systems solche Planungs- und Steuerungs strategien entwickelt werden konnen, die fUr die jeweilige Zielsetzung als echtes globales Optimum zu bezeichnen sind. Die in den letzten 30 Jahren entwickelten Methoden zur Losung dieser Probleme beruhen auf Modellen der mathematischen Opti mierung oder der Simulation. FUr komplexere Systeme mit mehre ren Speichern ist,bisher kein globales Optimierungsmodell ent wickelt worden, das auch die stochastischen ZuflUsse bertick sichtigt. In diesen Fallen wurden immer Simulationsmodelle her angezogen, mit denen kein Optimum berechnet wird, sondern durch schrittweise Annaherungen eine sogenannte beste Losung gefunden werden kann. In diesem Forschungsvorhaben werden durch geeigne te Kornbination beider Verfahren verbesserte Losungen erarbeitet. Optimierungsverfahren fUr vereinfachte Teilsysteme liefern Er gebnisse, welche dann als Basis fUr die Betriebssimulationen des komplexen Gesamtsystems dienen und so zu quasi-optimalen Losungen fUhren. Als TestfluBgebiet wurde das System der Tal sperren im oberen Wuppereinzugsgebiet in Nordrhein-Westfalen ge wahlt, da die Entwicklung wirklich praxisrelevanter Strategien nur anhand real existierender Problemstellungen sinnvoll er scheint. - 2 - 1.
