In Italia il sistema non funziona, facendo crollare l'offerta. Turner indica una via d'uscita a questa impasse, che consiste nel puntare alla produzione di alloggi a basso costo autogestiti dai loro futuri abitanti, lasciando al pubblico le scelte di pianificazione generale del territorio e delle risorse.
