Williams,…USAF, helped manage the development of the Peacekeeper Intercontinental Ballistic Missile. He served in the Office of the Assistant Secretary of the Air Force for Acquisition as the Program Element Monitor for Combat Identification Systems, including the Mk XV Identification Friend from Foe system. He helped lead avionics development on the Advanced Tactical Fighter program and then served as Chief of the F-22 Support System Integrated Product Team. This book was completed while he attended the Senior Acquisition Course at the Industrial College of f the Armed Forces. Colonel William went on to be the Deputy Director of International Programs for the Joint Strike Fighter Program Office. The Department of Defense has charted a new course to further improve the way in which it provides weapon systems for the war fighter. This path has seen a fundamental change in how members of the Government/industry acquisition team work together to develop America's arsenal for defense. These changes center around the use of Integrated Process and Product Development concepts and the use of empowered, multifunctional teams, called Integrated Product Teams. Integrated Product Teams have been used successfully in industry for a number of years. One particularly successful example has been the use of Integrated Product Teams on the Boeing 777 program. Now several programs in the Defense Department are operating under these concepts. The earliest, and the leader in these concepts, is the Air Force F-22 Advanced Tactical Fighter development program. In this book, Lieutenant Colonel Michael D. Williams, USAF, first describes the principles and the concepts of the F-22 program.

The Defense Acquisition University (DAU) is a corporate university of the Uni…ted States Department of Defense offering "acquisition, technology, and logistics" (AT&L) training to military and Federal civilian staff and Federal contractors. DAU is headquartered in Fort Belvoir, Virginia, and is accredited by the American Council on Education (ACE), International Association for Continuing Education and Training (IACET) and the Council on Occupational Education (COE). The University Charter was created in October 1991 by Department of Defense (DoD) Directive 5000.57. Originally a loose consortium of existing training commands, DAU worked to standardize the training courses and establish mechanisms that allowed for centralized management of training funds for the DoD workforce. In the late 1990s, the consortium arrangement was replaced by a centralized structure, more like that of a corporate university. By 2014, DAU had grown to the point of graduating 181,970 students. Summarizes the conclusions drawn form a year long study by fellows selected by the Defense Acquisition University concerning the problem of the effectiveness of the Department of Defense's implementation of outsourcing, privatization, and commercial acquisition practices. Cost-driven outsourcing strategies are undermining the Department of Defense. This is the inescapable conclusion we have reached in the course of our research. The effort put into Office of Management and Budget (OMB) Circular A-76 and related initiatives is great yet the savings are at best marginal. Moreover, there is evidence these initiatives are degrading mission performance.
