Chapter 2 tells how both centrifugal and centripetal forces worked within the Confederacy prior to the end of the French and Indian War (1763). Prior to 1763, centripetal forces acted as the dominant forces. Chapter 3 describes the changes that occurred between the two forces after 1763. Chapter 4 provides conclusions that explain the changes in dominance between the two forces.

In response to the success of German airborne operations, the U.S. Army formed a small unit of volunteers which was to experiment with airborne equipment and develop techniques. In the span of six years, the fledgling airborne concept expanded from a small platoon of parachute volunteers into five deployed airborne divisions composed of parachute and glider forces with a formal doctrine. This thesis examines the development of the airborne division through its employment in the Mediterranean and European Theaters of Operation, as these theaters employed four of the five U.S. airborne divisions during World War II. The doctrine, organization, and equipment of the airborne division changed significantly from its inception through the end of WWII. Personal influence, lessons learned from combat, and logistical limitations significantly affected the evolution of the airborne division.

It reviews the Army's view of domestic threat based on current doctrine, as well as the joint view of terrorism as the predominate threat. It suggests a revised approach that fuses both Army and joint sources by combining the USACIDC's criminal categories with joint terrorism threat indicators. This model envisions threat as a hierarchy of seven criminal categories or threat groups ranging along a spectrum from terrorists to unsophisticated criminals. This approach accommodates the most dangerous threat scenario as well as focusing on a range of progressively more likely threat scenarios. The thesis also examines current legal guidance for conducting DTIM. Although the Army is generally prohibited from conducting activities that may pervade civil law enforcement, there are narrow exceptions provided for activities that support a military nexus. As such, DTIM may be permitted in those situations with a clearly defined nexus. Research suggests, however, a need for establishing a more definitive and systematic process for determining this nexus. Conclusions and recommendations are provided for developing DTIM to improve installation counterthreat measures. Hopefully, this thesis provides additional insight toward this goal and generates new ideas and areas for future research.

Critical factors are identified for each operation. By analyzing the critical aspects of case studies spanning a full range of periods and operational environments, parallels and trends are established. The threat trends expected in the post-Cold War environment are established and parallel aspects of unconventional warfare are evaluated against them. The post-Cold War environment promises to be one of ambiguity and asymmetry, with Special Forces soldiers working through and with indigenous forces. To be successful in this environment, Special Forces soldiers must be technically and tactically proficient, with an emphasis on indirect skills. Indirect skills enable SF soldiers to be flexible and adaptive to fluid changes in the operational and political environment. Primarily, the human element must be amplified. By focusing on cross-cultural communications, linguistics, interpersonal, human intelligence, and training skills, SF training will produce competent and versatile unconventional warriors capable of meeting the diverse threats expected in the post-Cold War environment.

Neuware - This study, through use of model corps, attempts to analyze the capability of the forward deployed corps to sustain itself in combat the first 5 days of a 'come as you are' war in Europe. The analysis is performed in the assumed environment of the anticipated OPFOR capabilities and tactics, the United States 'active defense' response, and the logistics requirements generated by that response. It attempts to determine: if the COSCOM, formulated under the 'austere support' principle, is adequate to support the corps until augmentation can be effected; if the combat service support structure detracts from the corps' combat power; and what changes in the COSCOMs employment can be made to improve combat service support. The analysis indicates an organic transportation capability far less than that required which impacts on support available throughout the logistics services spectrum. Further, support plans presently in effect assume host nation support will provide logistics sufficiency. These assumptions are made although formal agreements have not been concluded, legislative difficulties exist, and the requirements have not been quantified. Recommendations of the analysis include quantifications of host nation support requirements, a reorganization of the COSCOM battalions and further, more detailed analysis in several logistics areas.

The wetland was built to explore the viability of constructed wetlands as a treatment technology for groundwater contaminated with perchloroethylene, and it employs an upward vertical flow design. A major goal of the study is to determine whether the system design facilitates uniform vertical flows through the subsurface soil sediments or if preferential flows occur. Conceptually, uniform flows will achieve the most efficient degree of contaminant removal possible by evenly dispersing the groundwater contaminants throughout the full volume of the subsurface media. A three-dimensional grid of piezometers is used to generate potentiometric contour maps, and in-situ tests of hydraulic conductivity facilitate construction of a numerical computer model. The contours of hydraulic head, measured conductivities, and numerical model simulations imply preferential flows and a wetland operating at less than an optimal level of efficiency. Hydraulic residence times for representative water particles released in the model range from 16.5 hours to 15 days with a mean residence time of three days. The divergence from the uniform flow ideal suggests an alternative construction approach may be appropriate.

They lack capacity, in both aggregate data rate and the number of users they can support. . . . Furthermore, the life expectancies of the existing space segments and much of their associated terminal and management segments do not extend beyond the 2010-2015 time frame.' These shortfalls and the military's insatiable demand for bandwidth led to the creation of the Department of Defense's (DOD) TSAT. TSAT's five-satellite constellation will be capable of delivering advanced capabilities to the war fighter via 8,000 radio frequency (RF) links and between 20 and 50 laser communication (lasercom) links. These advanced capabilities will deliver significant communications bandwidth by incorporating advanced laser and RF technologies, softwareconfigurable terminals, packet switching, network management, and interface standards. All of these technologies will rely on Internet protocol (IP) interoperability as the enabling technology for connecting the war fighter.The thesis of this paper is that the advanced capabilities provided by TSAT are limited and will not be sufficient to serve the ground-based portion of the communications network supporting network-centric warfare (NCW). To validate this proposition, this study will start by identifying space-based systems that will enable NCW, discuss the requirements for ground-based NCW, and finally determine the combination of spaced-based systems sufficient to deliver advanced capabilities to the war fighter.

Given the real change in the nature, strategy, and conduct of air operations in the last decade, this study examines how to most efficiently employ airpower to achieve its objectives in the asymmetric attack against a fielded army. During Desert Storm, US Air Forces developed medium altitude tactics increasing survivability by over-flying the range of Iraqi AAA and MANPADS. Difficulties in attacking from medium altitude were countered with massed formations of specialized armor-killing A-10s, the development of F-16. Killer Scouts, and the F-111 and F-15E tactic of ' Tank Plinking' with laser guided bombs. During Allied Force, the challenge lay not in attacking the enemy, but in locating and identifying an army interspersed with a large number of civilian refugees. A systems approach is required to most efficiently attack a fielded army by air. The key is the integration of ISR assets through an intelligence 'flex targeting' cell and the use of terminal air controllers such as Forward Air Controllers Airborne (FACAs), along with trained strikers capable of precision attack. This approach requires a change in Joint and Air Force doctrine acknowledging the supported role that US Air Forces have performed against enemy fielded forces over the last decade. It calls for the adaptation of the tactics, techniques, and procedures necessary to ensure the USAF prepares for these kinds of operations in the future.'.

Willpower is defined as the amalgamation of continuing in the face of adversity; the refusal to accept failure; and the power to affect a desired outcome in others. The central research question investigates how a leader generates willpower and transmits it to produce a desired effect. The methodology employed investigates three historical military leaders at the strategic, operational, and tactical levels of war over a sixty year period. The leaders analyzed are General Colin Powell, Admiral Chester Nimitz, and Lieutenant General Harold Moore. This analysis method was chosen to answer the three secondary research questions: Is there a common thread Is willpower different at different levels of war Has willpower transmission changed over time To provide objectivity, a leader who possessed willpower and still failed, General Doulas MacArthur, is also studied. The historical leaders studied are found to have similarities in how they generate and transmit willpower. The willpower transmission techniques employed by the research subjects have not changed significantly over the period studied. However, willpower transmission techniques do reveal differences over the three levels of war.

Tactics have been developed to increase the safety of troops parachuting into areas of conflict. These tactics include high-altitude high-opening (HAHO) jumping and night jumping. HAHO jumping allows paratroopers to travel large distances in the air away from the path of the delivering aircraft. While night jumping, done with the aid of night vision goggles (NVGs), provides paratroopers with the cover of night. Both of these tactics aid in avoiding detection. These techniques, however, have their drawback: low cloud cover and fog can often delay mission accomplishment due to a lack of visibility. However, low cloud cover and foggy conditions also provide a tremendous aid in covert insertion missions and enhance the element of surprise. This research introduces a novel application combining three-dimensional graphics and GPS for a primary navigation reference for paratroopers. It uses three-dimensional graphics to realistically portray a paratrooper's movement in the physical world, measured by GPS, as movement in a computer generated scene. This reference, presented as a heads-up display on the NGVs paratroopers already wear, facilitates mission accomplishment in cloudy and foggy conditions. Evaluation of a prototype system validates the effectiveness of such a three-dimensional navigation reference for paratroopers.

The amount of time available for fuel injection, fuel-air mixing, and combustion is very short, on the order of 1 millisecond. This short dwell time, along with the relatively long ignition delay times of hydrocarbon fuels, makes the flow path and flame holder design extremely important. This study investigates the performance and operability of using a symmetric dual cavity flame holder flow path to stabilize and enhance supersonic combustion. Testing of this flow path configuration, as well as a baseline single cavity flow path, was conducted in Research Cell 18 of the Propulsion Directorate at the Air Force Research Laboratory (AFRL/RZ). Performance and operability of the flow paths were determined through analysis of wall pressures, temperatures, pressure ratios, stream thrusts, combustion efficiencies, computational fluid dynamics, and visualization. The dual cavity flame holder showed a significant overall increase in performance through higher temperatures, pressure ratios, and stream thrusts. This research has proven the potential of a dual cavity flame holder to provide improved performance for a reliable scramjet engine.

The contents of AMEDD sets, kits, and outfits were not optimal for full-spectrum operations. Medical materiel accommodation did not meet clinical demands resulting in upgrades on the fly often achieved by procurement and fielding outside traditional supply-procurement systems. A disparity exists between medical practices in full-spectrum operations and normally accepted standards of professional medical care. The rapid advance of medical science has caused a progressive shift of practice away from the static components held in AMEDD assemblages. This study answers the question: Does the need exist to change the existing medical assemblage lifecycle management process in order to successfully operate in full-spectrum operations The study leads to the conclusion that the AMEDD must change its process, synchronize with commercial product lifecycles, and improve clinical acceptance. The current process, measured in terms of years, bears no relationship to the lifecycle of materiel. It is not agile, versatile or sustainable enough to keep pace with the ever-changing spectrum of operations and is not responsive to clinical demands, thus indicating diminished capability.

As a result, network defense remains a high priority for cyber warriors. On the technical side, trust issues for a comprehensive end-to-end network defense solution are abundant and involve multiple layers of complexity. The Air Force Research Labs (AFRL) is currently investigating the feasibility of a holistic approach to network defense, called Cybercraft. We envision Cybercraft to be trusted computer entities that cooperate with other Cybercraft to provide autonomous and responsive network defense services. A top research goal related to Cybercraft centers around how we may examine and ultimately prove features related to this root of trust. In this work, we investigate use-case scenarios for Cybercraft operation with a view towards analyzing and expressing trust requirements inherent in the environment. Based on a limited subset of functional requirements for Cybercraft in terms of their role, we consider how current trust models may be used to answer various questions of trust between components. We characterize generic model components that assist in answering questions regarding Cybercraft trust and pose relevant comparison criteria as evaluation points for various (existing) trust models. The contribution of this research is a framework for comparing trust models that are applicable to similar network-based architectures. Ultimately, we provide a reference evaluation framework for how (current and future) trust models may be developed or integrated into the Cybercraft architecture.

A controlled simulation experiment that compares three different approaches to modeling the degradation of chlorinated ethenes in wetland environments is conducted and investigates how each of the modeling approaches affect simulation results. Concepts like microbial growth in the form of a biofilm and spatially varying contaminant concentrations bring the validity of the CSTR assumption into question. These concepts are incorporated into the different modeling approaches to evaluate the CSTR assumption. Model simulations show that spatially varying contaminant concentrations have a significant affect on contaminant effluent concentrations. Additionally, the significance of the incorporation of a biofilm concept depends on the time characteristics of both diffusive mass transport and reaction kinetics.

Additionally, analysis of the DIO threat and an overview of current MAGTF capabilities to conduct each of element of DIO (information assurance, physical security, operational security, counterintelligence, counterpropaganda, counterdeception, and electronic warfare) is provided. The thesis also analyzes historical examples of each DIO element to demonstrate relevance of each to MAGTF operations. Conclusions and recommendations are provided for each DIO element. This thesis demonstrates the need for DIO in support of the MAGTF and how the MAGTF should incorporate DIO into their service IO doctrine.

Neuware - The purpose of this study is to examine the feasibility and usefulness of applying Duty Module methodology in the front-end analysis of the Regular Course, U.S. Army Command and General Staff College (CGSC). A Duty Module is a cluster of related job tasks that tend to go together organizationally and occupationally in meaningful ways. Duty Modules were designed for use by U.S. Department of the Army, Deputy Chief of Staff for Personnel planners in matching personnel with Officer Personnel Management System (OPMS) job requirements. Duty Modules and their associated data of task criticality, level and time of performance can assist the curriculum designer in establishing a need for training and allocating resources to support the curriculum. The study attempts to correlate the application of Duty Module concepts at CGSC with the U.S. Army Training and Doctrine Command (TRADOC) requirements for systems engineering of the CGSC curriculum using the TRADOC Instructional Systems Development (ISD) Model. A front-end analysis model using Duty Modules and the ISD process is developed and applied to structuring the CGSC curriculum. Comparisons of this hypothetical curriculum and the current one are made to include discussion of strengths and weaknesses of both. The study concludes that the application of Duty Module concepts to the CGSC curriculum is both feasible and useful. Their use would significantly increase the ability to identify curriculum needs and define the CGSC output, both critical elements in resource justification. Additional curriculum improvements would result in more efficient resource allocation, reduction of subject matter duplication, and better use of student academic hours to support OPMS specialties; however, Duty Modules do not identify all training needs for course development and are in need of technical refinement. Recommendations include further development of Duty Module methodology with emphasis on the application to curriculum design at CGSC.

Results produced using this method are compared to shooting and bouncing rays (SBR) and method of moments (MoM) predictions, as well as measured data for applicable cases. The model in this thesis shows excellent agreement in magnitude and phase with SBR predictions. It also shows good agreement in magnitude with MoM predictions. Small phase dierences between model and MoM data occur due to dierences in the underlying scattering solution and the more exact MoM prediction. The model accurately predicts bistatic scattering from a dihedral at arbitrary orientation and position and is computationally more ecient than SBR and MoM methods.

Despite the many similarities the Marine Corps' focus on expeditionary operations has lead to some differences in maintenance operations. These differences will be analyzed in the areas of doctrine, training, organization, pre-positioning strategies, class IX management, and developing concepts for future operations. It will be shown that the Marine Corps expeditionary focus has led to several valid concepts for incorporation into a force projection Army. The author determines that the Marine Corps' concepts in the areas of doctrine, pre-positioning and developing concepts better support a CONUS based projection force. The conclusions drawn by the author are focused on improving the operational reach of Army ground forces in order to provide the Combatant Commander the flexibility required to achieve national objectives.

Neuware - This study examines current river crossing doctrine to determine its compatibility with current force structure and the AirLand Battle concept of the modern battlefield. Using the historical example of the 80th Infantry Division's assault crossing of the Moselle River in September, 1944, the study identifies six factors which promoted successful river crossings in World War II. The validity of each factor is further supported with additional historical references. A comparison of 1939 and 1944 river crossing doctrine to current river crossing doctrine reveals the similarities between the doctrines. Current techniques and procedures are virtually identical to those of World War II. This study demonstrates that the current doctrinal fixation with the crossing operation and the establishment of a secure bridgehead is not tactically sound. Analysis suggests that the doctrinal focus should be the defeat of the enemy's defenses in death rather than the crossing or the bridgehead. The study concludes with a look at U.S., Soviet, and German World War II river crossing practices and current Soviet practice to determine if some solutions to the doctrinal and force structures incompatibilities exist. Six changes, some to river crossing doctrine and some to force structure, are proposed.
