Verantwortlich dafür ist letztendlich eine Staatsverfassung als oberste Gesetzesnorm. Sie garantiert in bestmöglichster Form die Rechte jedes einzelnen Menschen.

Trotzdem gibt es einige wesentliche Etappen, die in den kunstwissenschaflichen Darlegungen zur künstlerischen Eroberung des Internets immer wieder auftauchen: In den frühen 1990er Jahren mehren sich die Versuche eines künstlerischen Umgangs mit dem Internet, es entstehen erste Arbeiten, die nur noch in Form von Daten existieren und die künstlerische Arbeit und ihren Schauplatz ineinssetzen. Ende des Jahrzehnts finden erste Ausstellungen statt, die Netzkunst zeigen und thematisieren, vereinzelt erscheinen Aufsätze und Besprechungen in Kunst- und Fachzeitschriften.Die neuen Ansätze werden im Verlauf der 1990er Jahre zum Beispiel unter der Begriff der 'Net.Art' versammelt. Nach einer anfänglichen Euphorie über die mit dem neuen Medium entstehenden Möglichkeiten wird der Diskurs um die Netzkunst ab 1997 schon wieder von der diskursiven Figur des 'Todes der Netzkunst' (Weiß 2009: 96) bestimmt, nach der Jahrtausendwende weicht diese der Verhandlung von 'Post Internet Art', 'Meme Art' oder anderen Formen der künstlerischen Auseinandersetzung mit dem Internet.Es zeichnen sich in unterschiedlichen Teilgebieten des Kunstsystems gegenläufige Tendenzen ab: Während sich die künstlerischen Praktiken im und mit dem Internet und seiner technischen Weiterentwicklung weiter ausdifferenziert haben, es damit zugleich zu einem quantitativen Anstieg kam, tritt der Netzkunstdiskurs - noch immer - kaum aus dem Internet heraus.Eine kunstwissenschaftliche Erfassung künstlerischer Tätigkeit im Internet findet nur in Ansätzen statt, als Bestandteil von musealen Schauen zeitgenössischer Kunst hat die Netzkunst sich nicht etabliert und in den Fachzeitschriften stagniert die Diskussion weitgehend. Diese Gemengelage ist in mehrfacher Hinsicht verwunderlich: Videokunst und andere mediale und konzeptuelle Praktiken sind längst selbstverständlicher Bestandteil des tradierten Kunstsystems und in fast jeder Schau zeitgenössischer Kunst vertreten. Mit knapp 20 000 Soldaten und Soldatinnen war es einer der größten Hilfseinsätze der Bundeswehr in den letzten Jahren.Unter anderem konnten dabei mit zahlreichen Bundeswehrhubschraubern über 700 Menschen aus lebensbedrohlichen Situationen gerettet werden. Es waren zudem zusätzlich rund 250 Lastwagen, 50 diverse Panzer und noch einige weitere Fahrzeuge im Einsatz. Die Bundeswehr konnte Mittel einsetzen, die anderen Organisationen oder Institutionen nicht zur Verfügung standen. Es ist ein vorbildliches Beispiel für einen Bundeswehreinsatz im Inneren. Aufgrund globaler Verflechtungen und Entwicklungen gehören militärische langjährige Bundeswehreinsätze der Vergangenheit an. Unsafe abortion is common in places where abortion is illegal. Every year almost 44,000 abortions occur globally and nearly half of them are unsafe whereby almost all unsafe abortions (98 percent) are happening in developing Countries. In Countries where abortion remains unsafe, it is a leading cause of maternal mortality. According to the WHO unsafe abortions contribute to 13% of all maternal mortality globally and are direct cause of maternal mortality in Sub-Saharan Africa. When comparing women with their counterpart men in Sexual and Reproductive Health, there is no such a high cause of mortality in men. This difference shows the existent gender inequality in most developing Countries. In these settings women are denied access to information, education on safe sex, contraception and are not offered an informed consent on their fertility choices. Gender based violence is one of the contributing factor to this inequality that women suffer and this affect their potential development and enjoyment of their right to health including their right to Sexual and Reproductive Health. These universal rights legitimate women to choose whether to conceive or when to form a family. This should have not been difficult to achieve in a World with so much technologies of modern effective contraceptive methods. And the issue of unsafe abortion and its complications could be averted. Conversely this is not the case in the context where legal structures should determine the fate of those who should make decisions for their own lives. The legalization or non-legalization of termination of pregnancy has been a battle ground for Centuries in many Countries across the Globe with different variations in the trends of abortion legal frameworks. These symptoms include distressing memories and dreams of the traumatic event, dissociative reactions and marked psychological reactions to internal and external cues that symbolize the event, avoidance of or efforts to avoid distressing memories, thoughts or feelings, negative alterations in cognitions like dissociative amnesia and feeling of detachment, angry outbursts, irritability behavior, recklessness, hypervigilance and sleep disturbance. The diagnosis of PTSD is established when the above mentioned symptoms persist for one month and exhibit clinical manifestations, significant distress of impairment in social and occupational functioning not associated with a substance abuse (alcohol or drug).Introduced in the 1980 in the DSMIII after the Vietnam War, PTSD concept was however not new in the history of Medicine. It has evolved historically from the time of Homer and has been recognized and described for the past century. The holocaust and more recently the American World Trade Center attack has brought into the trauma theory with more publications been released.
