Before joining RAND, he served in the Office of National Estimates at the CIA. Prior to that, he worked for the Center for Strategic and International Studies and the Institute for Defense Analyses. Dr. Lambeth has flown or flown in more than 40 different types of military aircraft with the U.S. Air Force, Navy, Marine Corps, and with eight foreign air forces. He became the first U.S. citizen to fly the Soviet MiG-29 fighter and the first Westerner invited to fly a combat aircraft inside Soviet airspace since the end of WWII. He is the author of The Transformation of American Air Power, which won the Air Force Association's Gill Robb Wilson Award in 2001. He also wrote Mastering the Ultimate High Ground: Next Steps in the Military Uses of Space and many other works. Assesses the military space challenges facing the Air Force and the nation in light of the findings and recommendations of the Space Commission. Originally known as Project RAND, Project Air Force (PAF) was established in 1946 by General H. H. "Hap" Arnold as a way of retaining for the United States Air Force (USAF) the considerable benefits of civilian scientific thinking that had been demonstrated during World War II. Since its founding, PAF has remained the only Air Force federally funded research and development center (FFRDC)) concerned entirely with studies and analyses rather than systems engineering or scientific laboratories. The special FFRDC status facilitates stable USAF support over an extended period of years as well as in-the-family access by the research staff to relevant Air Force information and management personnel. Current United States Air Force (USAF) plans are to retain aircraft fleets for unprecedentedly long service lives, which may be as long as 80 years. The safety, aircraft availability, and cost implications of that fleet-retention policy are unknown. This study is part of Project AIR FORCE's Aging Aircraft Project to improve the Air Force's ability to foresee those implications and identify actions that will mitigate or avoid some of the more severe consequences, Using data from past RAND and industry reports and from various Air Force instructions and maintenance databases, and a regression analysis, it measures how the USAF aircraft fleets ages relate to maintenance and modification workloads and material consumption. It provides the foundation for future estimates of the effects of those activities on maintenance-resource requirements, aircraft availability, and annual operating cost. Maintenance workloads and material consumption generally exhibited late-life growth as aircraft aged, but the rate of that growth depended on both the aircraft's flyaway cost and the workload category. For example, long-term, late-life growth was found in all base- and depot-level maintenance workloads and material-consumption categories, except phased and/or isochronal inspections, per-flying-hour contractor logistics support, and depot modification workloads.

The air campaign against Iraqi ground forces in the Kuwaiti Theater of Operations (KTO) during Operation Desert Storm represents a unique milestone in military history. This report describes the evolution of the campaign in the KTO and the planning and control of air operations, provides a qualitative assessment of the effectiveness of various systems employed against the Iraqi ground forces and discusses the factors that led to the success of the operation. This report was originally drawn from interviews and classified source documents. It has been modified to permit publication as an unclassified report in accordance with the DoD Classification Guidance for Post-Operation Desert Storm Information. The air campaign against the Iraqi army in the Kuwait Theater of Operations KTO began on the opening day of the war. Eighty B-52s bombed Republican Guard positions, almost 300 A-10 sorties were flown against troop positions along the border, and F-16s attacked ground force command and control positions. Additionally, over 250 other sorties were flown in the KTO on the first day of the war against strategic air offensive targets. The number of attack sorties rose to over 1000 a day in the ensuing weeks. The campaign against the Iraqi ground forces comprised several objectives of the larger air campaign. The objectives of the KTO campaign were to 1) Gain air supremacy in the KTO by suppressing air defenses 2) Isolate the Iraqi forces in Kuwait 3) Render the Iraqi army ineffective and 4) Support coalition ground forces in the execution of the ground campaign. The air campaign conducted by the coalition air forces in the Kuwaiti theater of operations grew and changed emphasis during the various phases of operations. In this report, the author describes the evolution of the campaign and the planning and control of air operations, assesses the effectiveness of various systems employed against the Iraqi ground forces, and discusses the factors that led to success. Among the impressive features of this war was the adaptability of the planning and control system: new operational concepts such as Scud hunting were developed and implemented within a week of conception. Other facets of airpower finally achieved potential: large-scale night air operations were successful for the first time, due to forward-looking imaging infrared sensors, effective munitions, and well-trained people.
