As for Plato, he found in the famous theory of Ideas what he sought in order to justify knowledge as that which is supposed to hold its truth only from itself. What do Ideas mean within the framework of our approach In what consists the passage from rhetoric to ontology which leads to the denaturation of argumentation When Socrates asked, for example, 'What is virtue ', he thought one could not answer such a question because the answer refers to a single proposition, a single truth, whereas the formulation of the question itself does not indicate this unicity. For any answer, another can be given and thus continuously, if necessary, until eventually one will come across an incompatibility. Now, to a question as to what X, Y, or Z is, one can answer in many ways and nothing in the question itself prohibits multiplicity. Neuware -During 1985-86, the acquisition editor for the humanities and social sciences division of Kluwer Academic Publishers in the Netherlands visited the University of Horida (where I was also visiting while on sabbatical leave from Wilfrid Laurier University as the McKethan-Matherly Senior Research Fellow) to discuss publishing plans of the faculty. He expressed a keen interest in publishing the proceedings of the conference of the Canadian Econometric Study Group (CESG) that was to be held the following year at WLU. This volume is the end product of his interest, endurance, and persistence. But for his persistence I would have given up on th~ project Most of the papers (though not all) included in this volume are based on presentations at CESG conferences. In some cases scholars were invited to contribute to this volume where their research complimented those presented at these conferences even though they were not conference participants. Since papers selected for presentation at the CESG conferences are generally the finished product of scholarly research and often under submission to refereed journals, it was not possible to publish the conference proceedings in their entirety. Accordingly it was decided, in consultation with the publisher, to invite a select list of authors to submit significant extensions of the papers they presented at the CESG conferences for inclusion in this volume. We have witnessed the often unhappy course of societal and political decision making concerning projects such as hazardous chemical installations, novel types of electric power plant or storage sites for solid wastes. This has led us to believe that probabilistic risk analysis, technical reliability analysis and environm,ental impact analysis are necessary but insufficient for making acceptable, and justifiable, social decisions about such projects. There is more to socio-technical decision making than applying acceptance rules based on neglige ably low accident probabilities or on maximum credible accidents. Consideration must also be given to psychological, social and political issues and methods of decision making. Our conviction initially gave rise to an international experts' workshop titled 'Social decision methodology for technological projects' (SDMTP) and held in May 1986 at the University of Groningen, the Netherlands, at a time when Cvetkovich spent a sabbatical there. The work shop - aimed at surveying the issues and listing the methods to address them - was the first part of an effort whose second part was directed at the production of this volume. The volume is divided into four sections structured around the themes of: ethnophysiology, illness ethnography, pharmaceutical related behavior, and health communication. Included are studies of fertility and pregnancy (Chapters 1 and 2), states of malnutrition and approaches to nutrition education (Chapters 5 and 11 ), diarrheal disease and water boiling behavior (Chapters 6 and 1 0), and lay perceptions of fertility control methods and medicines (Chapters 3 and 7). First, there is introductory on an lecture supercomputing and super computers and their applications to solving structures of biological molecules followed by a state-of-the-art x-ray diffraction method at pi co second times. Important new advances have been made in x-ray diffraction analysis at picosecond times, in Hadamard spectroscopy, in micro-Raman spectroscopy in the Near Infrared region (1. 01 ~m) and remote sensing by Fourier Transform Infrared Spectroscopy. The chapters that follow include applications of spectroscopic technique to vii viii biologically important molecules, such as, DNA, proteins, membranes, and metal ion-biological molecule interactions. Being appointed Chairman of the Scientific Organizing Committee, I may be deemed to be a purer' Algolist' than other investigators, although my range of active interests is much broader; and the same is true about all the 28 invited speakers and all the other participants of the Colloquium. This venture was par ticularly stimulated by the discovery of quasars, and led to the development of interferometer techniques using baselines of transglobal dimensions. These meth ods have become known as Very Long Baseline Interferometry (VLBI). Arrays of radio telescopes situated all over the Earth (or even in space) are regularly used for researches in radio astronomy, reaching resolutions as small as a fraction of a milli arcsecond. The technique also allows the measurement of the positions of the radio telescopes to a few millimeters and so VLBI has become a major tool in geodesy and the study of the rotation of the Earth. VLBI has now passed the pioneer stage and is becoming a standard facility available to astronomers and geodesists, requiring the coordination of the operations of indpendently owned radio telescopes around the world. In Europe observatories from England, Federal Republic of Germany, France, Italy, Poland, Sweden and The Netherlands are coordinated in their VLBI activity by the European VLBI Network Consortium (EVN). The Programme Committee of the EVN allocates time to scientific projects on a routine basis three times a year. Knowledge of (ignorance of) such basic input as loads and stresses in practical cases may cause errors far overshadowing those introduced by shortcomings of fracture mechanics and necessary approximations; this is amply demonstrated in the text. I have presented more than three dozen 40-hour courses on fracture mechanics and damage tolerance analysis, so that I have probably more experience in teaching the subject than anyone else. I learned more than the students, and became cognizant of difficulties and of the real concerns in applications. In particular I found, how a subject should be explained to appeal to the practicing engineer to demonstrate that his practical problem can indeed be solved with engineering methods. This experience is reflected in the presenta tions in this book. Sufficient background is provided for an understanding of the issues, but pragamatism prevails. Mathematics cannot be avoided, but they are presented in a way that appeals to insight and intuition, in lieu of formal derivations which would show but the mathematical skill of the writer. 540 pp. Englisch.

As for Plato, he found in the famous theory of Ideas what he sought in order to justify knowledge as that which is supposed to hold its truth only from itself. What do Ideas mean within the framework of our approach In what consists the passage from rhetoric to ontology which leads to the denaturation of argumentation When Socrates asked, for example, 'What is virtue ', he thought one could not answer such a question because the answer refers to a single proposition, a single truth, whereas the formulation of the question itself does not indicate this unicity. For any answer, another can be given and thus continuously, if necessary, until eventually one will come across an incompatibility. He expressed a keen interest in publishing the proceedings of the conference of the Canadian Econometric Study Group (CESG) that was to be held the following year at WLU. This volume is the end product of his interest, endurance, and persistence. But for his persistence I would have given up on th~ project Most of the papers (though not all) included in this volume are based on presentations at CESG conferences. In some cases scholars were invited to contribute to this volume where their research complimented those presented at these conferences even though they were not conference participants. Since papers selected for presentation at the CESG conferences are generally the finished product of scholarly research and often under submission to refereed journals, it was not possible to publish the conference proceedings in their entirety. Accordingly it was decided, in consultation with the publisher, to invite a select list of authors to submit significant extensions of the papers they presented at the CESG conferences for inclusion in this volume. Let us recall that a model is an abstract representation of reality which brings out what is relevant to a particular economic issue. An econometric model is also an analytical characterization of the joint probability distribution of some random variables of interest, which yields some information on how the actual economy works. This information will be useful only if it is accurate and precise; that is, the information must be far from ambiguous and close to what we observe in the real world Thus, model selection should be performed on the basis of statistics which summarize the degree of accuracy and precision of each model. A model is accurate if it predicts right; it is precise if it produces tight confidence intervals. A first general approach to model selection includes those procedures based on both characteristics, precision and accuracy. A particularly interesting example of this approach is that of Hildebrand, Laing and Rosenthal (1980). See also Hendry and Richard (1982). A second general approach includes those procedures that use only one of the two dimensions to discriminate among models. A reinforcement of Europe's natural and historical interna tionalism of outlook was particularly relevant in the context of biotechnology; for the sophisticated multi-disciplinary scientific base, and the several broad application areas, force on biotechnol ogy an internationalism both for access to scientific capability, and for access to worldwide markets. Such was the rationale for 'SOBELA': a 'Seminar on Biotechnol ogy in Europe and Latin America', which in April 1987 brought some 50 Latin American entrepreneurs, policy-makers and academic leaders to Europe and to Brussels. At the Commission's Borschette Conference Centre, they heard presentations from eleven of the Community Member States, each emphasising its strengths in bio technology and its interest in promoting industrial collaboration with firms in Latin America. The seminar was opened by speeches from Vice-President Karl Heinz Narjes on behalf of the Commission, and by His Excellency Luis Ramiro Alfonsin of Argentina, senior Latin American diplomat in Brussels.
