Neuware -In the context of water management, structures that measure the flow rate in open channels are used for a variety of purposes: (i) In hydrology, they measure the discharge from catchments; (ii) In irrigation, they measure and control the distribution of water at canal bifurcations and at off-take structures; (iii) In sanitary engineering, they measure the flow from urban areas and industries into the drainage system; (iv) In both irrigation and drainage, they can control the upstream water at a desired level. This thesis represents an attempt to place such flow measurements on a solid foundation by explaining the theory of water flow through 'long-throated flumes' and their hydraulically related 'broad-crested weirs'. On the basis of this theory, and on practical experience, these structures are recommended for use whenever the water surface in the channel at the measuring site can remain free. The thesis concludes with a design procedure that will facilitate the application of these structures. The idea to undertake research on discharge measurement structures was born upon my appointment as the first civil engineer with the International Institute for Land Reclamation and Improvement (ILRI). My translation of the Heytesbury treatise is based on a fifteenth-century edition, supplemented by readings from a few of the better manuscripts. (A critical edition from all the manuscripts, of which Chapter 5 will be mine, is now in progress under the supervision of Paul Spade, but only a few insignificant changes in the translation should be necessitated by the completed edition. ) An examination of related materials seemed reasonable, and these included Heytesbury's commentator Gaetano, as well as a chapter from a treatise by Johannes Venator (in an edition in progress provided by Francesco del Punta). It seemed unnecessary to publish Gaetano's and Venator's related works in this volume, but all their departures from Heytesbury and the anonymous treatise are noted here. I have not examined other works in the tradition in any detail. I owe a great deal to my teacher, Norman Kretzmann, not only as regards the edition and translations, but also as regards the notes, study and introduction. The referees of the typescript (to me unknown) made unusually thorough criticisms and suggestions to which I have paid close attention. Massaux, Rector of the Catholic University of Louvain who spoke about Lemattre, the University professor. Professor Ch. de Duve, Nobel Prize winner in Medicine, called to mind the role of Lemattre as President of the Pontifical Academy of Sciences; the Emeritus Professor O. Godart, founder of the Institute, recalled the life and work of Mgr. Lemattre; Professor A. Deprit, Senior Mathematician at the National Bureau of Standards, spoke about Lemattre' s work in celestial mechanics and his keen interest for computers; Professor J. Peebles, Professor of Physics at Princeton University, summarized the fundamental contributions of Lemattre to modern cosmology. This item is printed on demand - it takes 3-4 days longer - Neuware -The Workshop on Hybrid Formulations of Wave Propagat~on and Scattering underwent a sequence of iterations before emerging in the format recorded here. These iterations were caused by various administrative and logistical problems which need not be detailed. However, its direction being set initially, the iterations led to modifications of the original concept so that the final form was arrived at through an indirect approach. This circumstance may ex plain some possible deficiencies which might have been removed, had the final concept been implemented directly. The motivation arose from a perception that the newly restored interest, coupled with new developments, in hybrid methods employ ing progressing wave fields and oscillatory wave fields for time harmonic and transient guided propagation in manmade or general geo physical environments, and for scattering by targets and irregulari ties, merits exposure to the wider scientific community. Accord ingly, a meeting with highly tutorial content was envisaged. For administrative reasons, related to sponsorship and organizational structure, this objective could not be realized but, eventually, there emerged the possibility of convening an Advanced Research Workshop (ARW) under the auspices of the NATO Advanced Study Insti tute Series.
