A game is a mathematical model of a situation where several actors with different goals are engaged in strategic inter action. Game theory explores the nature and the consequence. s of rational behavior in games. With respect to several papers in this volume, it seems to be appropriate to comment on later developments. A list of some important references is given at the end of the intro duction. References already included in the collected pa pers are not repeated here. In casual conversation colleagues sometimes observe that the author on the one hand goes to extremes in the elabora tion of the consequences of Bayesian rationality and on the other hand strongly emphasizes the limited rationality of actual decision behavior. This seeming discrepancy is also expressed in the collection presented here. The author thinks that a sharp distinction should be made between nor ~ative and descriptive game theory. This position of 'methodological dualism' has been expressed in a comment to Aumann's paper 'What is game theory trying to accomplish ' (Aumann, 1985, Selten 1985) Normative game theory has the important task to explore the nature and the consequences of idealized full rationality in strategic interaction. Once a departure is made from equilibrium, however, the problems become deeper and more subtle-and unlike the equilibrium theory, many aspects of nonequilibrium phenomena remain poorly understood. For over a century a great deal of effort has been expended on the attempt to develop a comprehensive and sensible description of nonequilibrium phenomena and irreversible processes. What has emerged is a hodgepodge of ad hoc constructs that do little to provide either a firm foundation, or a systematic means for proceeding to higher levels of understanding with respect to ever more complicated examples of nonequilibria. Although one should rightfully consider this situation shameful, the amount of effort invested testifies to the degree of difficulty of the problems. In Volume I it was emphasized strongly that the traditional exposition of equilibrium theory lacked a certain cogency which tended to impede progress with extending those considerations to more complex nonequilibrium problems. The reasons for this were adduced to be an unfortunate reliance on ergodicity and the notions of kinetic theory, but in the long run little harm was done regarding the treatment of equilibrium problems. Nevertheless, an increasing number of scholars are seriously questioning the limits of this discipline's validity, a fact that is eloquently attested to by the four international conferences devoted to the foundations of quantum theory which were held in 1987 alone - in Joensuu, Vienna, Gdansk, and Delphi, respectively. There is an increa~ing awareness that the founding fathers of quantum mechanics have left behind a theory which, though spectacularly successful in its applications, severely limits our intuitive understanding of the microworld, and that their reasons for doing so were at least partly arbitrary and open to question. The problem of the relationship between the existing quantum theory and objective reality at the atomic and subatomic levels can be tackled in essentially two ways: (i) One may focus attention on the formalism of the theory and attempt to deduce from it a coherent description of our measuring processes and a deeper understanding of the microworld. The input-output technique was originally developed for spaceless, short-term analysis of a national economy. However, its high potential as an analytical tool has resulted in an expansion of its application in various directions. Thus, we now have the inter- and mul tiregional input-output model, in which a nation is broken down into a number of interacting regions, and some applications dealing with long-range projections of input-output systems. This study attempts to integrate those two directions within the framework of interregional simulation modeling. A major problem with the multiregional input-output model for long-run simulation is how to update the technical and trade coefficients in the model. This study focuses on the trade coefficient updating problem, and a solution is presented in which a trade coefficient model is coupled with the price model built into the input-output system. When I began this project, the main problem facing me was not purely theoretical but a very practical one: how to design an interregional model for Indonesia. Indonesia is a country characterized by its quite uneven population distribution over the archipelago. My interest was in the formation of its settlement policy, and the use of modeling to assist in this process. The input-output technique was originally developed for spaceless, short-term analysis of a national economy. However, its high potential as an analytical tool has resulted in an expansion of its application in various directions. Thus, we now have the inter- and mul tiregional input-output model, in which a nation is broken down into a number of interacting regions, and some applications dealing with long-range projections of input-output systems. This study attempts to integrate those two directions within the framework of interregional simulation modeling. A major problem with the multiregional input-output model for long-run simulation is how to update the technical and trade coefficients in the model. This study focuses on the trade coefficient updating problem, and a solution is presented in which a trade coefficient model is coupled with the price model built into the input-output system. When I began this project, the main problem facing me was not purely theoretical but a very practical one: how to design an interregional model for Indonesia. Indonesia is a country characterized by its quite uneven population distribution over the archipelago. For over a century a great deal of effort has been expended on the attempt to develop a comprehensive and sensible description of nonequilibrium phenomena and irreversible processes.
