Because of the long theoretical and observational association of the Manchester Group with this general area, Manchester seemed an appropriate venue for this Con ference. Much experience was gained with two-dimensional geographic information systems (GIS), which were applied to many land-use management and resource assessment problems. In the seventies the Oosterschelde became a national symbol of the change in political thinking and decision making about the values of our natural environment. As a result of political decision a storm surge barrier was built in the mouth of the estuary, as a compromise between safety for the human population and nature conservation.Owing to the broad interest in the meaning of the Oosterschelde estuary for Dutch and international societies, it became one of the most intensively studied coastal ecosystems in Western Europe. In an interdisciplinary approach of several state agencies and universities, a broad spectrum of physical, chemical and biological research has been carried out during the period of 1980--1989, dedicated to the structure and functioning of the saline ecosystem. The undisturbed estuary was studied during the period between 1980--1984. Large mathematical models had been constructed before 1986, to simulate future changes in the ecosystem. Further studies after the completion of the storm surge barrier (1986--1989) have been used for verification of the model. The school has been planned by a Scientific Organizing Committee. It was organized with the aim of providing students and young researchers with an up-to-date account of the Cosmic Microwave Background, the Cosmic Infrared Background (if any), and the infrared emission of the Galaxy, after the early results from COBE (Cosmic Background Explo rer). It was attended by about sixty researchers from many countries. The lectures and seminars represent a complete coverage of our present knowledge and understanding of: the Early Universe, Large-Scale Structure, Dust in Galaxies, Infrared to Submillimetre Backgrounds, CMB Anisotropies, complementary observations and instrumentation problems, etc. Most of these lectures are reproduced in this volume. Badghyz Natural Reserve, established in 1941, became a refuge for the last existing population of the Turkmen onager (Equus hemionus onager) and a unique pistachio woodland. A new generation oflocal Turkmen scientists, many of whom were trained by the Russian researchers in the graduate schools of Moscow and Leningrad arose from the 1930s through the 1950s. The Turkmen Academy of Sciences and its journal, Proceedings (including the monthly biological series), served to record the results of diverse biological studies in the republic. While basic science in the Middle Asian republics rather gained from the Russian 'colonial' influence, natural resources, in contrast, were severely damaged by the Soviet way of handling the economy and social issues. Severe environmental problems have been inherited by the now independent Turkmenistan, including overgrazed desert pastures, deforested mountains, depleted water resources, accumulated pesticides in cotton fields, declining populations of endangered species of animals and plants, and - worst of al- progressing, human-caused desertification (Kharin this volume).
