Meyer, in his classic 1948 text, Leibnitz and the Seventeenth-Century Revolution, writes that 'the monad . is nothing but a 1 représentation (in both senses of the French word) of Leibniz's… personality in metaphysical symbols; and there was, under contemporary circumstances, no need 2 to 'introduce' this concept apart from 'propounding' it. ' It is not clear what Meyer means here except that from the consideration of his own self, in some way Leibniz comes to his concept of simple substance, or monad. Herbert Carr, in an even earlier work, notes that Leibniz held that 'the only real unities in nature are formal, not material. . [and] [f]or a long time Leibniz was content to call the formal unities or substantial forms he was speaking about, souls. This had the advantage that it referred at once to the fact of experience which supplies the very 3 type of a substantial form, the self or ego. ' Finally, Nicholas Rescher, in his usual forthright manner, states that '[i]n all of Leibniz's expositions of his philosophy, 4 the human person is the paradigm of a substance.

It was recognized that ef…fective solutions to environmental problems are achieved through the proper application of science, including the communications and the social sciences. Workshop was co-directed by Messrs. Ronald A. Kreizenbeck of US EPA and Lubomir Kusnír of Slovak Ministry of Defense. Workshop topics were grouped into five major topic areas including 1) Environmental Policy Perspectives, 2) Environmental Management Systems and Public Participation, 3) Environmental Security, 4) Environmental Decision Support, and 5) Protection of Nature and Natural Systems. Delegates from nineteen countries assembled to explore these topics at the Hotel Danube in Bratislava from April 22-26, 2003. A total of forty six delegates were in attendance, twenty from NATO countries and twenty six from Partners for Peace countries. The final program included technical sessions using a presentation and dialog format, work groups, field trips, and networking sessions. There were twenty nine technical presentations divided into seven sessions, and these form the basis for these proceedings. xiii Acknowledgments The organizers of this Advanced Research Workshop acknowledge the support of two major financial sponsors, the NATO Science Programme and the U. While the Mediterranean is a typical marine environment, with salinity even a little above the world ocean's, the Black Sea is a brackish meromictic lake, and the Caspian is a lake with a saline gradient extending from a freshwater basin in the North to a brackish water basin in the South. Intense shing activity takes place in all three seas, while maritime traf c through the Dardanelles and Bosporus, and via the Lenin Canal (between the Don and Volga rivers) to the Caspian Sea has become greatly intensi ed in the course of the last few decades.

Metadata can handle the diverse services and content of digital TV effi. ciently and in a consumer-friendly way. Metadata means that the data are accompanied by other data which describe them. As data about data, meta data can provide an insight into syntactically and semantically complex data by distilling their essence to a set of simple descriptors. Metadata also helps to structure and manage information in diverse settings. The use of metadata in broadcast multimedia should not be restricted to being merely a tool for coping with the challenges of a complex networked multimedia environment.
