First, the water utility cost structure is examined by developing cost functions to estimate short and long-run marginal costs, using a quarterly time-series data from 1970/71 to 1995/96. Second, a residential water demand model is developed using a panel data set (constructed for the analysis), comprising 822 cross-sectional units and 23 quarterly time periods from 1990/91 to 1995/96. The purposes of developing the demand model are to test the sensitivity of water demand to changes in the tariff structure and to use it to simulate the impact of alternative pricing strategies. Third, the simulation model is developed to analyse various pricing reforms using both the cost and demand model results, where the individual welfare and aggregate efficiency gains are determined under each pricing policy. In addition to this, the distributional effects of various tariff structures are examined.The empirical results of the cost structure estimates are comparable with previous studies. The demand estimation indicates that consumers respond to price, therefore price can be considered as a tool in the implementation of demand management strategies. However, the magnitude of the price elasticity suggests that substantial increases in price would be required to influence demand. Finally, the simulation results show that in the case of movement from the actual tariff structure to a two-part tariff policy (where the usage charge is equal to the short-run marginal cost), leads to highest efficiency gains.…

Challenged by the proscription on German naval vessels from visiting foreign ports after WW1 a group of German oceanographers from the Institute for Marine Sciences in Berlin carried out a pioneering research expedition from 1925-27 to sample the hydrographic structure of the South Atlantic Ocean. Its captain Fritz Spiess was the primary driving force behind the expedition and the German navy supplied the survey ship Meteor. During this 2.5 year expedition the Meteor scientists tested a great many new measurement systems many of which later became routine oceanographic measurement systems. As a result of their observations the mean circulation pattern of the Atlantic was revealed that has remained valid to this day. People interested in the history of ocean exploration, the history of Earth science and German scientific activity between the World Wars will find this volume to be an intriguing read. Much of the book has been taken from the original cruise report written by Captain Fritz Spiess (1933). In addition, his role has been expanded to demonstrate his essential contribution to the creation of the expedition, its execution and the dissemination of its results upon completion. The present text comments on the captain's life before and after the expedition. In 1934 Fritz Spiess started his second carrier as President of the German Marine Observatory (Deutsche Seewarte) in Hamburg. A great number of so far unpublished documents demonstrate Spiess's ability to run his dignified agency in the turbulent times of Nazi Germany without becoming a Nazi himself. This dissertation attempts to do just that by putting James' and Dewey's philosophy to work on the moral and scientific problems associated with genetic engineering and the Human Genome Project. The intention is to demonstrate the usefulness of a pragmatic approach to applied ethics and philosophy of biology.The work of proponents and critics of genetic engineering is examined, including LeRoy Hood, Hans Jonas, Leon Kass, Robert Nozick, Jeremy Rifkin, Robyn Rowland, and Paul Ramsey. It is concluded that excessive optimism and pessimism about genetic engineering rests primarily on two errors. The first, basic to the Genome Project, is that organisms are essentially determined by their genes, and that the expression of genes is identical across human populations. I draw both on Richard Lewontin and on Dewey's Logic: The Theory of Inquiry to argue that the formation of human natures is instead the result of a fluid and interpenetrative relationship between hereditary information and varying environmental conditions. Organisms express DNA in different ways under different circumstances, and DNA itself is modified by exposure to mutagens.The second error prevalent in the literature is the belief that genetic engineering is uniquely problematic, requiring a new kind of ethics. To counter the received view, I detail numerous cases in the history of biology and philosophy in which humans have faced moral choices similar to those present in the new genetics. In addition, I resituate new reproductive decisions in the context of everyday problems faced by parents in society, arguing that the hopes and choices of parents provide a matrix within which genetic decisions can be made. I caution against the expansion of genetic diagnosis, and detail some of the greatest real dangers present in positive genetic engineering. Finally, I suggest pragmatic alternatives to positive genetic engineering, including education and health care reform.…

As a result, it has been vaguely defined as meaning more 'intense' than usual case management, thus highlighting the lack of consensus about ICM's definition and parameters. Despite these differences, ICM programs aspire to a set of common principles and core operational functions derived from the concept of continuity of care. Recent literature reviews have found mixed results regarding studies examining ICM effectiveness ( e.g., psychiatric hospitalizations, etc.). It has been difficult to make comparisons between studies because operational definitions have not been standardized. This study attempted to construct a program theory that unifies the various ICM practice orientations and specifies its operationalization so that more effective implementation and evaluation can occur. An integrative approach was used that synthesized information from the existing literature and by surveying three distinct stakeholder groups (researchers/ administrators, program managers, case managers) for their perspectives.Twenty-two researchers/ administrators who were considered experts, 21 ICM program managers and 46 ICMs working in 4 separate programs in New York City rated the importance of 68 program elements. Respondents identified 32 out of 68 program components as critical. A preliminary fidelity index was developed from these results. In addition, empirically derived norms for 12 model specifications were operationalized (e.g. ideal caseload size, etc.). Agreement among all respondents on ratings of importance was high (intraclass r = .92), although there was less agreement for some areas and respondent groups. Consensus was highest among ICMs, followed by program managers and experts.Significant findings included the perceived importance of a bachelors degree in human services, access to psychiatric consultation, optimum caseload size of 1:11, access to funds for client purchases and 85% of contacts occur in the community. Under treatment foci, a number of practice elements from the Personal Strengths and Rehabilitation perspectives were identified as critical.Additional suggestions from respondents focused on ICMs participating in the hospitalization/discharge process, how revenues are derived, and the lower success rates ICM has with clients suffering from character disorders and severe substance abuse. Results reinforced the idea that ICM is a 'client driven' intervention in contrast to typical case management programs that are 'system driven'.…
