It examines the importance of oil to individual states in terms of revenue and its impact on state economies, as well as the ways in which oil production is vital to the national economy as a whole. The assembled governors underscore the necessity of state-level regulation within the context of a comprehensive federal policy, highlighting the failures of state-only regulation within a national economy. This collection of perspectives explores issues of conservation and efficiency in the face of rampant consumerism and global conflict, and aims to establish a comprehensive framework for national oil policy.
