Husband E. Kimmel and Lt. Gen. Walter C. Short. Kimmel refused to take this lying down, and his efforts to defend himself caused FDR to slam down the "national security" curtain. He argues that the seeds of the Communist threat, the Cold War, Korea, Viet~nam, Watergate, and the attendant upheavals in American life were sown by Franklin D. Roosevelt, our first "Imperial President."
