The author was a surgeon tasked with overseeing efforts to quarantine and treat victims during each outbreak. As a result, the people of Malta developed stringent and often successful methods for preventing the spread of the disease. The book contrasts these methods with the less successful but more common practice of the time, which was to treat the disease with bloodletting and other questionable treatments.
