Segretario generale del Ministero degli Esteri nel 1859, su nomina di Cavour, fu anche parlamentare e Ministro plenipotenziario in Olanda dal 1862 al 1869 al seguito del Rattazzi, direttore della torinese Biblioteca Reale, presidente della Deputazione di Storia Patria per il Piemonte.
