The National Climate Assessment (NCA) is a United States government interagency ongoing effort on climate change science conducted under the auspices of the Global Change Research Act of 1990. The NCA is a major product of the U.S. Global Change Research Program (USGCRP) which coordinates a team of experts and receives input from a Federal Advisory Committee. NCA research is integrated and summarized in the mandatory ongoing National Climate Assessment Reports. The reports are "extensively reviewed by the public and experts, including federal agencies and a panel of the National Academy of Sciences. In 1997, the U. S. Global Change Research Program initiated the First National Climate Assessment. This national-level assessment included analyses of the importance of climate variability and change for twenty regions around the United States, for five cross-cutting sectors, and for the United States as a whole. A thirteen-member National Assessment Synthesis Team (NAST) summarized and integrated the findings of the regional and sectoral studies, and drew conclusions about the importance of the consequences of climate change and variability for the United States. Both an Overview report (intended for decision makers and the public) and a Foundation report (intended for experts) were prepared and submitted to the President and Congress in November 2000.

"Our climate is now changing at a rapid rate, and even greater climate change is very likely in the 21st century. Temperatures are projected to rise more rapidly in the next one hundred years than in the last 10, 000 years. This Assessment has involved thousands of Americans in an ongoing national dialogue about climate change and its impacts. The report identifies key climatic vulnerabilities of particular regions and sectors in the context of other changes in the nation's environment, resources, and economy. It also explores ways Americans can adapt to an uncertain and continuously changing climate" - Publisher's description. Minor rubbing. An ink mark to bottom page-edge. VG.

This report is one in a series of 21 Synthesis and Assessment Products (SAPs) produced between 2004 and 2009, aimed at providing current assessments of climate change science in the U.S. to inform public debate, policy, and operational decisions. This SAP investigates risks to transportation systems in the Gulf Coast from climate change, and assesses the steps managers and policy makers can take to ensure the safety and resilience of those transportation systems. The findings represent the first phase of a three phased research effort. The ultimate goal of this research is to provide knowledge and tools that will enable transportation planners and managers to better understand the risks, adaptation strategies, and tradeoffs involved in planning, investment, design, and operational decisions. The objective of Phase I was to conduct a preliminary assessment of the risks to and vulnerabilities of transportation in the region, based upon the collection and integration of regional data including: physiography and hydrology, land use and land cover, past and projected climate, current population and trends, and transportation infrastructure. Phase II will conduct an in-depth assessment of risks to transportation in the Mobile Alabama region, reporting on implications for long-range plans and impacts on safety, operations, and maintenance. This phase will also develop a risk assessment methodology and identify techniques to incorporate environmental and climate data in transportation decisions. Phase III will identify and analyze adaptation and response. This item is printed on demand. The prospect of a changing climate raises critical questions regarding how alterations in temperature, precipitation, storm events, and other aspects of the climate could affect the nation's roads, airports, rail, transit systems, pipelines, ports, and waterways. Phase I of this regional assessment of climate change and its potential impacts on transportation systems addresses these questions for the region of the U.S. cen- tral Gulf Coast between Galveston, Texas and Mobile, Alabama. This region contains multimodal transportation infrastructure that is critical to regional and national transportation services. This item is printed on demand.
