Pages are clean and intact except for light age toning throughout, small occasional spots of foxing or discoloration (blank back cover or flyleaf has significant foxing bu…t has no text), and moderate splitting along spine (first page and last two leaves are loose). A Very Good copy. A speech that was originally delivered before the United States House of Representatives on August 9, 1848 by John Wallace Houston (1814-1896), an American lawyer and politician. He served as a U.S. Representative from Delaware from 1845-1851. He was a member of both the Whig and Democratic Parties but was a Whig at the time of this address. In this speech, Houston begins by makes his case against the introduction of slavery in newly acquired territories following the Mexican-American War. California and New Mexico became part of the Union after the war, but Oregon Territory was also of particular interest at the time regarding the question of whether slavery can be allowed or banned in new U.S. territories. Houston argues against the prevailing argument supported by many Democrats at the time that slavery can be allowed in these territories because, in California and New Mexico's case, they were free, not slave, territories under Mexican law. He says that an 1829 decree and a later 1837 law prohibited slavery in Mexico. He reasons that the simple acquisition of California and New Mexico from Mexico should not void these two territories' pre-existing ban on slavery. He contends that slavery could only be allowed in California or New Mexico through new legislation or positive law. However, most of Houston's speech is about the "Rivers and Harbors Bill" vetoed by President James K. Polk. The bill, in part, would have established lighthouses, beacons, buoys, and public piers for safe navigation along U.S. coastlines and allocated funds for the maintenance of U.S. rivers and waterways. Houston criticizes Polk's opinion and handling of the bill. The bill was apparently supported by a significant portion of the American public. Houston explains his interpretations of the motives behind Polk's opposition to the bill and further criticizes other decisions and actions made by Polk.

We are grateful to the Office of Naval Research for years of advice and funding, and to Springer-Verlag for providing a widely dispersed series of proceedings volumes. In the case of the Delaware Conference we gratefully acknowledge new support from the corporate sector, coordinated by the University of Delaware's Development Office. Now that I have attended to the formal recognitions, I wish to place my recollection of the human side of the conference into the record. This is justi fiable because multiple criteria problem solving has been nurtured by a close-knit group of people whose interactions are not fully captured by the standard journal format. This was the conference in which an animated discussion between Dave,Bell and Paul Schoemaker caused Mathilde Stephenson to stand up and say, 'Don't stop it; this is the best part of the conference. ' Another sort of moment occurred when Lucas Pun was asked to explain a certain Chinese character in one of his transpar encies. He replied, 'No alcohol allowed. ' From Erick Duesing, speaking with an historical perspective, we had the insight that multiple criteria methods lan guished because 'McCarthyism had made planning suspect.
