Henry Schaefer (1932-1985) worked for the U.S. Arms Control and Disarmament Agency, initiating this study while on leave from ACDA as a senior fellow at the National Defense University in 1983. Mr. Schaefer thought the problems of arms control negotiation stemmed from two sources: unclear national security policy, and vague methodologies for formulating negotiating positions; he believed he could do something about the second.
